I am going to purchase Photoshop and was wondering what is the best non-cloud version.

I really like CS3 and it is 32 bit based so alot of plug ins are available. Ive finally warmed up to CS5 but you have to use the 64 bit to get it work right and they are finally getting decent plug ins (Nikon and Tiffen are all I really use) compatible now.

I am using Win 7 Pro, 64-bit. It was a bare-bones (sans bloatware),
online ISO OS download from Microsoft.com. So best NC version that it
would support.

You might have to find someone selling an old disc or go the with the undocumented or liberated style.

I use CS/Photoshop 8, and Lightroom 5, on a Windows 8 laptop. I find that it gives me all the control I need. As twalter says CS runs in 32 bit and there are a lot of plug ins are available, although Lightroom 5 run’s in 64 bit but no problems moving or editing photographs between the two.

If you have any questions ask away. There is a nice learning curve with it and while I'm no expert I am fairly handy with layers, masks, actions and the like.
