Bondo does make a filler for plastic bumpers: http://bondo.com/featured/bondo-epoxy-bumper-repair-syringe-kit-280.html Likewise, there is epoxy for plastic. It has cyanoacrylate ester (super glue) in the mix: http://www.homedepot.com/buy/loctite-085-fl-oz-plastic-epoxy-1360788.html Whatever route you choose I would be sure to thoroughly degrease the plastic.
