Why do they send out cabinets with plastic keys- just so people are forced to buy new ones constantly?

Are your required to anchor such a cabinet to the floor or shelving in the UK? Or is the cabinet excessively heavy to discourage thieves from just taking the whole thing away?

Keys were brass i think - i'm just heavy handed Laughing

Cabinet is 50kg; 12mm rawl bolted to wall x4 and floor x2
