As is, the Canadian law states that any 'gun' that shoots 500fps+ AND has a muzzle energy of 4.2fpe or more is a "firearm" requiring a license. If you had noticed- that Crosman Phantom at 495fps shoots well over 4.2fpe out of the box- but because it isn't over 500fps- it's legal without a license or registration. If it shot 501fps and had more than 4.2fpe, then it would be a "firearm". Funny thing about this, of course, is that a big bore airgun with a 9mm or other huge pellet would also be totally legal if it was not capable of shooting 500fps or more- despite the fact that with the weight of the pellet, perhaps going only 400fps- the muzzle energy might be 60 or 70 fpe. I was just talking to John about this subject yesterday whilst buying my QB78, Complicated stuff but we came to about a similar conclusion to what Eric wrote. So if I buy a Cannon to shoot 'Spitzer' rounds the size of Rugby balls at under 500FPS it will be perfectly legal in Canada! LOL that's funny!! Though I'm not sure how flat the trajectory would be May be I should use it as a Mortar!
