I have several Predom Lucznik Wz. 1970, all of them with CR and HS serial number prefixes. I guess they mean something after 1970, but what?

I just got a notice from the US Civilian Marksmanship Program that they are running a experimental competition at Camp Perry (a little east of Toledo, Ohio) on January 10:
